I had a very similar issue with a new venture I'm starting up that uses CRM Online.

In my case, I had created the customizations in an on-premise environment and I was importing them into CRM Online. I worked through most of the issues but in the end, I had to just make my changes to Account manually.

That made me think that there are some basic differences between what is being exported and what is being imported. By chance was your Dev environment on-premise?

Mitch- I had heard of that issue before, but this was CRMOnline to CRMOnline. That's part of what made it such an unexpected issue.
